This photo is absolutely superb. I love your careful placement of the focal point, centering on the hands of the clock rather than the clock as a whole. The gritty texture is also superb. I'm really fond of photographs capturing dirty, dusty, forgotten things and this one does it brilliantly. Excellent.
Aaaand because this is a critique, and it won't let me submit this without making it to 100 words, I'll present my attempt at constructing some minor criticisms. Is the name one you chose on a whim, or one that held meaning for you? "Time Never Stops" seems ironic for a stopped clock, but perhaps that's what you were going for. I'm a little iffy on the title because it's contradictory and potentially cliche, but ultimately what matters is your intention. If the irony was meant, it makes for a potentially deeper and powerful statement. E.g., Even when the clock is dead, time keeps flowing on. Titles are really important in photography, as they can shape a viewer's interpretation of your image. Choose them wisely.
